During his inaugural address, Jose Torrens reaffirmed AGC-PR commitment to strengthening the construction sector’s role in Puerto Rico’s economic recovery with a focus on three key priorities:

Torrens emphasized that CDBG (Community Development Block Grant) funds have strict expiration timelines, some of which will conclude in 2029 and others in 2032. He highlighted the first cohort of AGC-PR’s Workforce Development Program, which is already producing skilled labor in various trades.

3. Economic and Regulatory Challenges
The construction industry continues to face challenges stemming from global trade policies, including the impact of tariffs on imported construction materials. Additionally, streamlining permitting processes and expediting project approvals remain a top priority. Torrens has expressed his support for the recent executive orders signed by Puerto Rico’s Governor, Jenniffer González, aimed at simplifying permitting, expediting infrastructure projects, and modernizing regulatory frameworks.
